The next part of the AAR is going to focus on the period leading up to the start of the war in Europe.

最初の一時停止を解除する前に、自国のユニットを眺めて、不必要で取り除くべき物があるのか確認しました。　全く使う当ての無い、何隻かのレベル1の駆逐艦があることに気付きました。　売却したり、解体したりする代わりに、駆逐艦を輸送船団の護衛船団へと目的転換させるという新たな機能を使うことにしました。　より最新の駆逐艦戦隊であればあるほど、より多くの護衛船団になります。　この差はこの新たな機能のバランスを取る為の物です。　私が転換しようとしている駆逐艦はレベル1なので、各戦隊ごとに1の護衛船団しか得ることができません。　この数はあまり有利な転換とは思えないかもしれませんが、全く使う予定の無いものに補給物資を与え続けるよりはましです。　転換させる為のボタンは（駆逐艦ユニットの）情報スクリーンの左下に設置されています。

Before I unpause the game for the first time, I take a look at my units to see if any there is anything I don’t need and thus can get rid of. I notice that I have some level 1 destroyers that I really don’t have a use for. Instead of selling them or disbanding them, I decide to use a new feature that allows you convert destroyers into convoy escorts. The more advanced the destroyer flotilla the more escorts you get from converting it. This was done to provide balance to this new feature. Since the destroyers I am converting are level 1s, I only get 1 escort each from disbanding them. That may not sound like Very much, but is better than supplying something you will never use. The button for converting them is located in the bottom left hand corner of the information screen.

ソビエト連邦ではゲームの序盤に資源を大量備蓄する必要はありません。　余分な資源を売って現金を手に入れることで消費財へと投入する分のICを浮かせる事ができます。　アーセナル・オブ・デモクラシーでは自動貿易のシステムが改良されており、自動貿易を選択した場合、AIにどの資源を輸出してどれを輸出しないのかを指示ができます。　また、どの種類の資源を輸入したいのかも決めることができます。　更に、各資源をどれだけの量までAIが貿易していいのかを設定することさえもできます。　これらを決めることで貿易AIは実際に君たちがやりたいと思っていることをしてくれます。　

With the Soviet Union I really don’t need to build up large stockpiles of resources early in the game. Selling my excess resources for cash allows me to free up some of the IC going into consumer goods. Arsenal of Democracy has improved the auto trading system. Now when you turn on the auto trading option, you can tell the AI what it can export and what it can not. You can also decide what kind of resources you want the AI to trade for. You can even set limits for how much of each resource the AI is allowed to trade for. This way the trade AI actually does what you want it to do.

私は、AIに貿易を開始させる（Auto initiate trades）ことを許し、物資と資金を輸出禁止（Block Export）としました。　これで、AIは余分な資源を売りますが、自国のICが増加するにつれて必要なものを輸入するという選択肢は開けておきます。　次に掲載してある画像を見れば、AIが貿易協定を通じて、ある程度の量の石炭を獲得してICの増加によって不足する分を補おうとしているのが分かるでしょう。　また、余分な資源を交換したことでかなりの量の現金を入手できているのが分かるでしょう。

I decide to allow the AI to initiate trades and mark supplies and money as unexportable. This way the AI will sell off my excess resources but still have the option to import some things as my IC increases. In the next screen you can see that the AI has started to acquire some energy in its trade deals to make up for a shortage caused by increasing IC. You can also see that trading extra resources can generate a significant amount of cash.

ゲームが進行してしばらくすると、ビーカーのアイコンが画面の左上の隅に現れました。　1936年5月27日のことです。　これは新たな警告機能であり技術開発のスロットが未使用状態になっていることを示しています。　これが意味していることは、この国の不満度をやっと9個目の技術スロットが使えるようになる程まで低下させたということです。　技術スロットは20のICごとに1追加されます。　よって、この国の基礎ICが180に達すれば10個目の、そして最後の技術スロットを得ることができます。

As the game starts to progress, a beaker icon appears in the top left hand corner of the screen on 27th of May 1936. This is the new warning feature telling me that a tech slot is unused. It appears I have finally reduced my dissent enough to get a 9th tech slot. Tech slots appear at base IC intervals of 20. So once I increase my base IC up to 180 I will receive my 10th and final tech slot.

1936年7月14日にインフラ整備の第一期が完成しました。　AODにおいて新たに施設が完成したときには、その施設は半分完成の状態で配置されます。　完成度を一杯にまで引き上げるには二つの方法があります。　第一の方法は施設が徐々に修理されていくのを待っているという方法です。　第二の方法は修理にICを割いて、その速度を飛躍的に高めるというやり方です。　この場合、私はもう既にインフラを整えるのにICを使っているので、少々のICを割いて完全な状態での利益を数週間度に得ても良いのかも知れません。　ここで気付いておいてもらいたいのですが、インフラの整備は同時に終了してはいません。　建設にかかる時間は沼や山、そして低インフラ地域ではより長時間になります。

On July 14th 1936, the first run of infrastructure is completed. When you finish a new building in Arsenal of Democracy it is deployed at half strength. You have two options for getting it up to full capacity. The first is to wait until the building is slowly repaired. The second option is to spend some IC on repairs which speeds up the process a lot. Since I have already spent IC on constructing the infrastructure, I might as well spend a little IC and reap the full benefits in a few weeks. Also notice that all of the infrastructure was not completed at the same time. It takes longer to build in swamps, mountains and places with low infrastructure.

1936年の10月に、ついに最初からあった15％の不満度が完全に解消されました。　これによって自由になったICを使って戦車、自動車化歩兵、そして迎撃機の連続生産を開始します。　アーセナル・オブ・デモクラシーでは再調整（retooling）という新しい特徴が加えられています。　基本となる再調整の時間は90日間で、つまり最初の3ヶ月間は生産する師団を生産キューにのせて100％の必要ICを投じても何も進展が得られません。　これは君たちが前もって細心の計画を立てておかねばならないということを意味しています。

In October of 1936 my starting dissent of 15.00 is at last gone. I use the IC this frees up to start serial runs of tanks, motorized infantry, and interceptors. In Arsenal of Democracy, a new feature called retooling was added. The base retooling time of 90 days means that no progress is made the first 3 months a division is fully funded in the production queue. This means you need to plan ahead carefully and start things before you normally would.

アーセナル・オブ・デモクラシーでは余剰のMPは資金を生産してくれるので、多くのMPを抱えておくことは今までよりも重要になっています。　次に表示する画像ではMPがどのように配分されているのかということを表示してあります。　MPは軍隊に使われ、プロヴィンスの運営に使われ、研究にも必要とされます。　また、加齢による引退を反映させる為にMPが毎日差し引かれていることにも気が付くと思います。

In Arsenal of Democracy, spare manpower also produces cash which makes having lots of manpower more important than ever The following screen shots show how manpower is allocated in Arsenal of Democracy. Manpower is used for the military, province upkeep, and research projects. You will also notice that manpower is now reduced daily to simulate aging.

1938年と1939年の間、私はソビエト連邦を戦争に向けて徐々に準備させ続けていきました。　歩兵と山岳兵師団の生産を開始し、インフラ整備に加えて、いくつかのIC工場を建設して既にICが集中している地域にそれらの工場を配置しました。　アーセナル・オブ・デモクラシーではICはプロヴィンスの効率((ユニットの移動にも意味があるのかは不明)をインフラのように向上させます。　よって、君の国のICの大多数を数ヶ所のプロヴィンスにまとめることで追加のICを得ることができます。　また、これは資源生産の助けにもなるので、モスクワのようなプロヴィンスでは特に価値のある行為となります。　ですが、インフラストラクチャーはプロヴィンスの効率を高めるということに関しては更により効率的なので、インフラ整備を先に行う必要があります。

During 1937 and 1938, I continue to slowly prepare the Soviet Union for war. I start producing infantry and mountain divisions. In addition to the infrastructure, I build some IC and place it in areas that already had high concentrations of it. In Arsenal of Democracy, IC improves province efficiency just like infrastructure. So clumping most of your IC together in a few provinces gives you extra IC. It also helps with resource production, which makes provinces like Moscow particularly valuable. Infrastructure is still much more efficient at increasing province efficiency so it needs to be built first.

司令官の粛清イベントが起こったとき、私は「裏切り者に粛清を！」を選択しました。　この選択肢は2つの有用な研究機関と数多くの司令官を失わせますが、30％の不満度とハト派への2ポイントの移動は乗り越えがたいものがあります。

When the officer purge event fired I selected purge the traitors. It cost me two valuable tech teams and a ton generals, but the 30.00 dissent and two moves toward dove lobby was too much to overcome.
